Rwanda’s payroll compliance landscape has evolved steadily, with updates to RSSB contribution rates, maternity and paternity leave provisions, and RRA electronic filing requirements. This guide summarises what Rwandan employers need to know in 2026.
RSSB Contributions in 2026
The Rwanda Social Security Board (RSSB) manages pension, medical insurance, and occupational hazard contributions. As of 2026:
- Pension (Itorero): Employee contributes 6% of gross salary; Employer contributes 6%. Total: 12% of gross.
- Community-Based Health Insurance (CBHI/Mutuelle): Employer contributes 7.5% of gross salary for formal sector employees.
- Maternity Protection Fund: Employer contributes 0.3% of gross salary.
- Occupational Hazard: Employer contributes between 0.2% and 3% depending on industry risk classification.
PAYE โ Progressive Tax Rates
Rwanda uses a progressive PAYE scale applied to monthly gross taxable income:
- RWF 0 to 30,000: 0%
- RWF 30,001 to 100,000: 20%
- Above RWF 100,000: 30%
Taxable income is gross salary minus RSSB employee contributions. Employers must withhold PAYE monthly and remit to RRA by the 15th of the following month.
Maternity and Paternity Leave in 2026
Maternity leave: 12 weeks. Cost shared: 6 weeks paid by employer, 6 weeks paid by the Maternity Protection Fund (via RSSB claim). Paternity leave: 5 days, fully employer-paid.
Electronic Filing Requirements
All employers in Rwanda are required to file PAYE and RSSB contributions electronically via the RRA e-Tax portal and RSSB online platform. Paper filing is no longer accepted for entities with more than 5 employees. Penalties for late filing: 10% of the amount due plus 1.5% interest per month.
Key Action Points for 2026
- Review your payroll model to ensure RSSB rates reflect the current schedule
- Verify that all employees are correctly enrolled on both RSSB and RRA systems
- Set up auto-reminders for the 15th of each month for PAYE and RSSB remittance
- Maintain clean monthly payroll registers โ RRA audits cross-reference these against PAYE declarations
